Job Description:
Directs, implements, evaluates and administers Children’s Protective Services Division. Responsible for planning and controlling divisional operation including reception of complaints, investigations, custody determination along with the Foster Care Program. Ensures compliance with Federal, State and local regulations, laws and procedures as it relates to child welfare. Develops and implements policy and procedures of state programs. Creates and implements division performance standards and establish departmental goals to enhance cooperation and collaboration to develop a service delivery system that strengthens local communities. Attends pertinent meetings conference, seminars, etc. Oversees and administers departmental agency provider contracts. Interviews clients to resolve problems that cannot be resolved by subordinates; represents agency in various contacts with community organizations, other social agencies and/or general public. Represents agency in state and local hearings; responds to complaints. Administers personnel policy and procedure of the Board of County Commissioners. Oversees hiring and all personnel decisions of the CPS division; ensures work of subordinate units is completed in a timely and accurate manner, determines work priorities, evaluates employee performance, initiates disciplinary action, provides training to subordinate staff and others. Works in cooperation with local county agencies, state agencies and consultants in designing and maintaining a child welfare system. Works alone or with other persons in short or long-term team projects to resolve problems or conflicts in any area of county operations or to complete assigned projects at the direction of any county supervisor or Department Head when assigned. Works aggressively to reduce or eliminate safety/risk concerns in current position or work location. Reports safety/risk management issues to immediate supervisor. New and other related duties as assigned.
Qualifications:
Completion of undergraduate major core course work in one of the following or a related field: business administration, public administration, human services, human resources or finance. Also requires an additional four years of administrative/managerial experience to include responsibility for managing the fiscal aspects of an organization, agency, program or operational areas and assisting in developing and implementing policies, programs, rules, and/or regulations. At least one of the four years must have been as a supervisor over subordinate staff;
- or requires four courses or two years experience in business administration and/or public administration, two courses or twelve months experience in accounting or finance, two courses or twelve months experience in social welfare, one course or six months experience in human resources management, and one course or six months experience in written communication for business. Also requires four years of administrative/ managerial experience to include responsibility for managing the fiscal aspects of an organization, agency, program, or operational area and assisting in developing and implementing policies, programs, rules, and/or regulations. At least one of the four years must have been as a supervisor over subordinate staff.

Must have and maintain a valid driver’s license with an acceptable driving record.
