JOB DESCRIPTION:

• Establishes and implement Agency accounting

• Perform auditing and clerical procedures according to State and Federal rules, laws and regulations, and generally accepted accounting procedures. E

• Engage in necessary research to ensure compliance with Federal, State and Local laws, policies and procedures.

• Plan and Administers Fiscal Division (i.e. directs personnel who prepare fiscal reports and maintain fiscal records, pay agency bills, track expenditures).

• Enter information in the State and County computer systems or supervises same.

• Make necessary adjustments in State fiscal system to ensure that all entries are correct and to maximize Federal and State funding.

• Maintain WIOA fiscal system in same manner as PA account and reports to Area 7 as required using Area 7 reporting system.

• Functional Supervision of Account Clerk Supervisor and Accounting staff.

• Act as Agency RMS Coordinator.

• Establish working network with fellow county fiscal agents/directors.

• Maintain ledgers to charge expenditures against appropriate allocations to monitor ceiling and contract balances.

• Distribute money into accounts provided to the PA fund by County Auditor.

• Make necessary transfers of funds.

• Forecast future cash and allocation needs for Agency.

• Assist and advise Director in all Fiscal matters.

• Consult with District Fiscal Officer. Assist in all agency audits by gathering, organizing and presenting necessary information.

• Communicate audit findings and assists in establishing corrective action plans.

• Other duties as assigned (special projects for Director, e.g., grant research and writing; project management etc.).

 

QUALIFICATIONS:

• Completion of undergraduate major core coursework in finance, accounting, business administration or public administration. Also requires three years of experience in a position involving fiscal and budgeting responsibilities and one year of supervisory experience.

OR

• Three courses or eighteen months experience in accounting, three courses or eighteen months experience in finance, two courses or twelve months experience in business administration, one course or six months experience in written communication for business, one course or six months experience in public relations, one course or six months experience in human resources, and one course or six months experience in generating a spreadsheet. Also requires three years of experience in a position involving fiscal and budgeting responsibilities and one year of supervisory experience.

OR

• Education, training and/or experience in an amount equal to the Minimum Qualifications stated above. Bachelor’s degree preferred.
